Also included are shrubs or trees, though low ground cover plants are probably ok as long as they don&#8217;t grow over the curb.</p>

<p>CSI will provide removal of trash and recyclables on all holidays that fall on a regularly scheduled pick up day, with the exception of THANKSGIVING DAY, CHRISTMAS DAY and NEW YEAR’S DAY or when the County facility chooses to close. When a designated pick up day falls on one of these holidays, uncollected trash or recyclables will be removed on the next regularly scheduled pickup day for that debris.</p>
<p><strong>Christmas Trees:</strong> Christmas trees will be removed with the normal yard waste <strong>pick up on Wednesdays during the first two weeks of January</strong>. Christmas trees should not be placed in bags and should have all tinsel and ornaments removed. Trees must be placed behind the unit prior to 6:00 a.m.</p>

Con-Serv Industries, Inc (CSI) is proud to work with Richland Forest HOA.  CSI will services your community for Trash, Recycling, Yard Waste Removal, and Limited Bulk Items.  Please find below information to assist you with our services.   If you should have any questions regarding these Trash &amp; Recycling Instructions or are experiencing service related issues, please contact CSI’s Customer Service Department at 703.674.1734.</p>
<p><strong>Service Days:</strong></p>
<ul>
<li>Trash – Tuesday &amp; Friday</li>
<li>Single-Stream Recycling – Wednesday</li>
<li>Yard Waste –Wednesday</li>
<li>Bulk Items – Wednesday</li>
</ul>
<p><strong>Pickup Times for Trash &amp; Recycling:</strong><br />
-  Please have your bagged or containerized items placed out by 6:00 a.m. on each service day.</p>
<p><strong>Equipment Provided: </strong></p>
<ul>
<li> CSI will provide each home one (1) Recycling Container &amp; (1) Trash Container.
<ul>
<li>The Trash &amp; Recycling Containers shall remain the property of CSI and as such the Containers should remain with the home while CSI is servicing your community.</li>
<li>CSI will repair or replace at no cost where any such repair or replacement becomes necessary due to normal wear and tear.  If you are in need of a repair or replacement, please submit a request to CSI. Such repair or replacement shall occur within ten (10) days from the date when CSI received notice.</li>
<li>If it is determined that the repair or replacement results from damage due to resident’s neglect, the resident could pay up to $75.00 per container for repair or replacement costs.</li>
</ul>
</li>
</ul>
<p><strong>Will NOT Pick Up:</strong><br />
Rocks, concrete, dirt, tires, soil, sod, tree stumps, paint, motor oil, construction trash/renovation debris, combustibles, toxic or hazardous wastes, or any other material excluded from the disposal site, or by any applicable local, state or federal law, as being hazardous or toxic, such as pesticides, gasoline, propane, paint cans, etc.</p>
<p>As well as flammable products, dead animals, fecal matter, manure, brick, landscaping timbers, friable asbestos, lead acid/wet cell batteries, bio-hazardous material, needles, and other medical waste.</p>
<p>Containers or bundles weighing more than 50 pounds, or longer than 4 feet in length, will not be collect as household trash. CSI’s operation crews cannot collect debris that is too large or too heavy to be loaded safely into our vehicles.</p>
<p>Please understand that we <span style="text-decoration: underline;">WILL NOT</span> pick up any waste materials that are not permitted in county landfills or recycling center, including our own facilities.  If these items are picked up by CSI, this violation could result in penalties for our company, our drivers and your community.  While we do wish to provide all your service needs, we have regulations to follow. We do appreciate your cooperation with our guidelines, as well as the County of Loudoun. We wish to provide you Operational Excellence when providing service to your community.</p>
<p>You may visit <a href="http://www.loudoun.gov/Default.aspx?tabid=702" target="_blank">http://www.loudoun.gov/Default.aspx?tabid=702</a> for detailed information about disposal and recycling guidelines in Loudoun County. This website, and its content, has an enormous amount of detail that will assist Residents with their disposal and recycling DOs and DONTs.</p>
<p><strong>Single-Stream (Consolidated) Recycling Collection:</strong><br />
CSI will collect Cans, Glass and Plastic Bottles/Containers, Paper and Cardboard Boxes. See below for more details.</p>
<p><em>Please Note:  All recyclables can be placed together. </em></p>
<p><strong>RECYCLING &#8211; YES:</strong></p>
<ul>
<li> <strong>Cans: </strong>aluminum &amp; bi-metal (tin) &#8211; rinse out residue.</li>
<li> <strong>Bottles: </strong> clear, brown, and green food and beverage containers – rinse out residue.</li>
<li> <strong>Plastics: </strong>all plastic containers with the following recycling codes on the bottom: #1, #2, #3, #4, #5, #6 and #7</li>
<li> <strong>Paper: </strong>office paper, magazines, phone books, newspapers, various colored papers, packing paper, folders without binding, and other mixed papers.</li>
<li> <strong>Cardboard Boxes: </strong>boxes do not have to be broken down, but must be free of trash.</li>
</ul>
<p><strong>RECYCLING &#8211; NO:</strong></p>
<ul>
<li> Paper towels, napkins, tissues</li>
<li> Bound books or reports</li>
<li> Beverage glasses or tempered glass, such as window glass</li>
<li> Cellophane, shrink wrap, or packing material such as Styrofoam, “peanuts”, or bubble wrap</li>
<li> Any containers that held hazardous materials such as motor oil, paints or thinners, or household chemicals.</li>
<li> Glass recyclables not acceptable are windows, drinking glasses, cups, plates, cookware, mirror, light bulbs, and broken glass</li>
<li> Metal recyclables not acceptable are pots, pans, foil, pie tins, and scrap metal.</li>
<li> Plastic recyclables not acceptable “WIDE NECKED” tubs: yogurt, dairy containers, Styrofoam containers, and clamshell food containers</li>
<li> Not Acceptable is any recyclable that is contaminated with food, such as Pizza boxes, Plastic or Aluminum “carry out” food trays</li>
<li> Plastic film such as Grocery Bags and Dry Cleaning Bags are not recyclable within this program and considered a contaminant.</li>
</ul>
<p><strong>Yard Waste Collection</strong></p>
<ul>
<li> During the above stated months, place yard waste into paper or plastic bags not more than 50 pounds.</li>
<li> Dirt, rocks, or sod will not be collected.</li>
<li> Branches can be tied in bundles, and should be no longer than 4’ in length, and 2” to 3” in width.</li>
</ul>
<p>Yard waste is considered a by-product of regular yard maintenance (i.e. grass clippings, leaves, twigs, and small shrubs) and not the result of a landscaping renovation.  Recycling of yard waste is mandatory in Loudoun County from April 1 through December 31. Otherwise, the yard waste is removed with trash disposal.</p>
<p><strong>Special Items:</strong></p>
<ul>
<li><strong>Special pickups:</strong> CSI will pick up furniture, non CFC appliances (everything except refrigerators and freezers) and other large non-metal household items (within reason) shall be collected only on Wednesday with other recyclables, by appointment only, at no additional charge to the resident.</li>
<li> <strong>Metal Items:</strong> CSI will recycle numerous metal items, such as bikes, tire rims, bed frames, metal pipes, etc.</li>
<li> <strong>Bulk Items: </strong>CSI will accept bulk items such as dryers, stoves, dishwashers, etc.  There will be a separate pre-paid charge to the resident for removal of these items; therefore, the individual resident needs to contact CSI’s Customer Service Department directly at 703.674.1734 to schedule a pick up date and to discuss any service fees associated with picking up the item(s).  Once scheduled, these items will be picked up on a normal recycling day (Wednesday).</li>
</ul>
<p><span style="text-decoration: underline;">Reminder:</span> All appliances containing Freon (CFC’s) must be tagged with certification that it is FREON-FREE prior to removal.<br />
<strong></strong></p>

The Board of Supervisors set the criteria being used to design the revised districts. Each district needs to be redrawn to within 5% of 36,284, the number of residents in each district if the county&#8217;s population were divided equally among eight electoral districts.</p>
<p>The Board is scheduled to discuss redistricting scenarios/plans at its February 1 meeting. The Board will also take input from citizens at its March 7 public hearing. The Board is expected to adopt a final redistricting plan in spring 2011, followed by mandatory submission to the U.S. Department of Justice for pre-clearance. Sixty days later, the county should receive approval and new voter cards will be prepared and distributed for the primary election.</p>
<p>The public is also welcome to submit redistricting scenarios. Any plan submitted by the close of business on Friday, January 28, will be posted on the Loudoun County website and forwarded to the Board as part of the staff report for the March 7 public hearing. The public may submit proposals or comment at any time prior to a decision by the Board on a redistricting plan, which is tentatively expected in April 2011.</p>
<p>As you can see, changes in population growth mean that each district needs to be redrawn. When the census data comes out in mid-February, the Board will direct staff to run selected scenarios against the census numbers. The Board will select scenarios at its February 1 meeting. Currently in the Sugarland Run District, there are 6 precincts. I am requesting street maps for each precinct that we can send to you if you need to see which electoral district you are in.</p>
<p>In Eastern Loudoun, the Sterling, Sugarland Run and Potomac districts don’t have enough population to remain as three separate districts, so they will need to be combined into two districts. The population density north of Route 7 suggests that portions of Sugarland Run and Potomac could become one district. Most existing scenarios to date have the Mirror Ridge and Seneca precincts incorporated into District 1 (with Sterling); some have Sugarland Run South incorporated into District 1 as well. I feel strongly about keeping “communities” together for this process and will be working diligently to bring about that result.</p>

			<content:encoded><![CDATA[<p>Here&#8217;s your chance to help take back and beautify our community. On September 25, 9 a.m. to noon, volunteers are painting over graffiti in Cascades.</p>
<p>They should meet at Lowes Island Elementary School. From there, volunteers will paint two tunnels, one at the Whitewater Drive-Lowes Island Elementary and the other at Algonkian Parkway-Lowes Island Boulevard.</p>
<p>Volunteers should bring paint rollers, brushes and paint trays to help take back our community. The Cascades Community Association is buying the paint for this event.</p>
<p>High school students are welcome to help as well. Please RSVP to<a href="mailto:susan.buckley@loudoun.gov"> susan.buckley@loudoun.gov</a>, so we know how many volunteers to expect.<br />
Supervisor Buckley, the Loudoun County Sheriff’s Office Crime Prevention Unit and the Potomac Heritage Trail Association are putting on the Graffiti Abatement Day.</p>
